First organized in the summers of 1970s, TAC-WC is a nonprofit organization established by Taiwanese community across the U.S. West Coast. Many cherished the friendships built through these gatherings and looked forward to reuniting each year.
In 2012, Professor Ken S. Huang proposed to establish a coordinating body to ensure the TAC-WC summer camp, like TAC-EC, was held annually.
During the 2016 TAC-WC summer camp in Foster City, California, leaders from various Taiwanese communities reached a consensus to establish the TAC-WC organization. Ed Huang, Daniel Ko, and Stephen Lin initiated and formed a special committee including Vivian Fu, Ken Wang to draft the TAC-WC bylaws. After nine months of effort, TAC-WC was officially established and obtained the non-profit status. The first Board including Ed Huang, Ken Wang, John Chou, Jim Wang, Tony Lin representing the five regions: San Francisco, San Diego, Seattle, Salt Lake City, and Los Angeles. Since then, Taiwanese Americans on the West Coast and surrounding areas have had a long-lasting platform for summer gatherings.
From July 7 to 9, 2017, the first summer camp after the establishment of TAC-WC was held in San Diego, with the local organizing committee led by James J. Y. Hsu.
An SOP was compiled during the reign of Ken Wu to make sure the conference would be properly organized with sound finance each year ever after.
在 TAC-WC 成立之前，50 多年來，美西各地的台美人社群獨立舉辦夏令會，許多人珍惜這些聚會所建立的情誼，並期待每年的再會。
2012 年，黃根深教授提出成立一個統籌機構，確保 TAC-WC 夏令會如同 TAC-EC 一樣，每年穩定舉行。
2016年美西夏令會在加州福斯特城舉行期間，各地台灣社區領袖達成共識，決定成立美西夏令會組織進行協調。黃東昇、柯耀宗及林俊提發起並組成特別委員會，成員包括傅郁子和王克雄 擬定TAC-WC 理事會架構與章程。經過 九個月 的努力，美西夏令會正式成立並取得非營利組織資格。首屈理事會由 黃東昇, 王克雄, 周昭亮, 李賢群, 王進賢自此，西海岸及周邊地區的台美人擁有了一個長久延續的夏季聚會平台。
2017年 7月7日至9日，美西夏令會成立後的首屆夏令會在聖地亞哥舉行，由許正餘領導當地籌備委員會。
在吳兆峯擔任理事長時制定了一套標準作業程序，以確保此後每年的大會都能得到妥善組織和充足的資金支持。
